摘要
环保审批的“先照后证”是由国务院在2014年进行的一项改革,在为市场经营者注册登记带来便利的同时,也伴随着一些问题。本文主要是针对“先照后证”改革所带审批后存在的一系列问题进行分析,进而提出“先照后证”问题解决的应对措施。
The “first license” of environmental protection approval is a reform carried out by the State Council in 2014. It brings convenience to the registration of market operators and is accompanied by some problems. This paper mainly analyzes a series of problems existing after the examination and approval of the “first license and post-certification” reform, and then puts forward the countermeasures to solve the problem of “first shine and then prove”.
