摘要
长江经济带生态环境发展的艰巨性与生态环境的脆弱性导致沿岸环境冲突不断涌现,生态环境问题日益突出。在长江经济带的生态环境建设中,系统而有效的法律保障机制是其根本保障。据此,通过明晰长江经济带生态环境保护法律机制的构建理念,明确长江经济带生态环境保护法律机制的构建原则,进而提出长江经济带生态环境保护法律机制构建的具体路径,为解决长江经济带生态环境问题与环境制度问题提供新进路,推动长江经济带生态优先、绿色发展的新常态。
The difficulty to develop the ecological environment of the Yangtze River Economic Belt and the fragile ecological environment itself have led to continuous coastal environment damages, which causes increasingly severe ecology-related environmental problems. During the construction of the ecological environment of the Yangtze River Economic Belt, an organized and effective legal system should be guaranteed. Accordingly, it is necessary to define the philosophy, the principle and further the specific way of building the legal system for protecting the ecological environment of the Yangtze River Economic Belt. Hence, a new environment legal system can be built and the environmental problem can be better solved, helping to ensure a stable situation where there will be an ecological priority and environmentally friendly development in the Yangtze River Economic Belt.
