摘要
重庆市在实施国家药品集中采购和使用试点中,强化责任落实,注重制度保障;依托平台,及时调整药品价格,快速签订电子合同,精准控制采购量,并强化采购监测分析;协同药监确保质量,协同卫健确保使用,医保采取双控、两金、一总额措施,引导医疗机构优先使用中选药品。通过综合、精准施策,试点实现预期,中选药品采购量超预期、市场占有率提高,中选药品配送结算及时,实现药品质量零投诉。但也存在配送供货不均衡、试点药品覆盖面小等问题。建议完善带量采购中选药品有关政策,扩大试点覆盖范围,适时增加采购种类,加快推进集中采购报销电子交易一体化。
Chongqing pays attention to the system guarantee in the implementation of drug centralized procurement and use pilot project. Through relying on the platform, Chongqing timely adjustment of drug prices, accurate control of procurement volume, and strengthen monitoring and analysis. Collaborating with drug supervision departments to ensure quality, Chongqing Healthcare Security Bureau guides medical institutions to give priority to the use of selected drugs.The pilot project achieves the expected target, the purchase volume of selected drugs exceeds expectations, the market share increases, the distribution and settlement of selected drugs are timely, and zero complaints about the quality of drugs are realized. But there are also some problems, such as unbalanced distribution and supply, small coverage of pilot drugs, and so on. It is suggested to improve the policy of purchasing selected drugs with quantity, expand the scope of pilot projects, increase the types of purchases in time, and accelerate the integration of centralized purchasing and reimbursement electronic transactions.
