新电改背景下考虑区域电力市场交易的电力系统风险评估方法 被引量:30

摘要 新一轮电力体制改革的全面推进会给电力系统带来很多影响,主要计及因区域电力市场交易频繁对电力系统风险评估造成的影响。首先,构建了主动负荷-电价闭环反馈的需求响应模型。其次,在计及实时电价波动和不同区域电力市场交易场景的条件下,构建综合风险评估指标体系,并在此基础上提出了适应新电力体制改革的风险评估流程。最后,采用拉丁超立方采样方法对可能发生的电力系统运行状态进行风险评估。由实际案例的仿真结果可以看出新电力体制改革的推进会增加系统运行风险,而良性的主动负荷-电价闭环反馈对系统的风险水平有一定的改善作用,验证了所提方法的合理性和有效性。 The comprehensive advancement of new round of power system reform has a lot of impacts on power system,mainly considering the impact of frequent regional power market transactions on power system risk assessment.Firstly,a demand response model of active load-rate closed-loop feedback is constructed.Secondly,under the condition of real-time electricity price fluctuation and different regional power market trading scenarios,a comprehensive risk assessment index system is constructed.A risk assessment process for adapting to the new power system reform is proposed.Finally,the Latin hypercube sampling method is used to conduct a risk assessment of the possible operating state of the power system.The simulation results of the actual case show that the new power constitution reform will increase the system operation risk,and the active load-electric price closed-loop feedback will improve the system's risk level,and verify the rationality and effectiveness of the proposed method.
