摘要
从时空维度全面量化我国海洋经济可持续发展能力的演变特征及其影响因素,有助于提高海洋经济可持续发展能力以及供给侧改革路径设计效率。本文构建了由经济发展、社会发展、资源供给、环境改善4个子系统组成的可持续发展评价指标体系;结合极值熵权法与集对分析法逐层计算沿海11个省市2006-2016年的联系度、差异度以及关联度,通过坐标轴的映射转换以及区间边界量化赋值,实现对海洋经济可持续发展能力演变特征的量化分析。结果表明,山东省海洋经济可持续发展能力居于首位,广东省次之,江苏、福建、天津势头较好呈上升趋势,广西、河北、海南发展能力较弱;资源供给子系统对海洋经济可持续发展能力影响最大,环境治理对提高环境可持续性作用显著。
The comprehensive quantification of the evolution characteristics and influencing factors of the sustainable development capacity of China’s marine economy from the spatial and temporal dimension is helpful to improve the sustainable development capacity of the marine economy and the design efficiency of the supply-side reform path.This paper constructs a sustainable development evaluation index system composed of four subsystems:economic development,social development,resource supply and environmental improvement.Combined with the entropy weight method and set pair analysis method,the correlation degree,difference degree and correlation degree of 11 coastal provinces and cities from 2006 to 2016 were calculated layer by layer,and the quantitative analysis of the evolution characteristics of the sustainable development ability of marine economy was realized through mapping transformation of coordinate axes and quantified assignment of interval boundary.The result shows that the sustainable development capability of marine economy in Shandong Province ranks first,followed by Guangdong Province,Jiangsu,Fujian and Tianjin tend to have an upward trend,Guangxi,Hebei and Hainan have weak development capabilities.The subsystem of resource supply has the greatest impact on the sustainable development capacity of Marine economy,and environmental governance plays a significant role in improving environmental sustainability.
