摘要
职称是稳定专业技术人员队伍建设的重要制度性因素。在当前国家事业单位岗位设置管理办法及工资结构下,院前急救人员职称在岗位比例和评聘上矛盾较为突出,高级职称数量占比较低,晋升困难,制约院前急救从业人员薪酬待遇和职业发展,严重影响院前急救人员的从业积极性和职业发展吸引力,不利于院前急救事业发展。为持续促进院前急救事业长远发展,以提高岗位设置类别及职称制度改革为突破口,强化政策倾斜引导,增加高级职称名额比例,配套实施院前急救人员的职称系列评审聘用体系。
Professional title is an important institutional factor for the construction of a stable personnel team. Under the current management methods and salary structure of the post establishment of state institutions, the professional titles of pre-hospital emergency personnel present a more prominent contradiction in the proportion of posts and the evaluation and employment. The low proportion of senior professional titles and difficulties in promotion restrict the professional development and salary treatment of pre-hospital emergency workers, and seriously affect the enthusiasm of pre-hospital emergency workers and the development of emergency cause. In order to continuously promote the long-term development of pre-hospital first aid, we should deepen the reform of professional title system as a breakthrough, strengthen policy guidance and promote the construction of pre-hospital first aid team, increase the proportion of senior professional titles, and implement a series of evaluation and employment system for pre-hospital first aid personnel.
