摘要
随着我国社会主义市场经济的发展,人们物质生活水平不断提高,特别是饮食质量有了大幅度提升,食品种类丰富多彩,但各种食品安全问题也随之而来,说明我国食品安全监管依然存在漏洞。从食品安全治理理论的角度来看,食品安全如果出现市场调节失灵,则需要通过政府来干预;如果政府监管缺乏效率,则需要社会主体参与到协同治理中。在当前我国机构改革背景下,协同治理成为大势所趋。本文考察了食品安全协同治理现状,探讨协同治理的必要性及影响因素,提出推进协同治理进程的相应对策,为食品安全协同治理机制的构建提供参考。
With the development of China's socialist market economy, people's material living standards have been continuously improved, especially the food quality has been greatly improved, and the variety of foods is rich and colorful, but various food safety issues have followed, indicating that China's food safety supervision still has loopholes. From the perspective of food safety management theory, if there is market regulation failure of food safety, the government needs to intervene;if the government regulation is inefficient, the social subject should participate in the collaborative governance. In the context of China's current institutional reforms, coordinated governance has become the trend of the times. This paper examined the current situation of collaborative food safety management, discussed the necessity and influencing factors of collaborative governance, and proposed corresponding countermeasures to promote the collaborative governance process, so as to provide reference for the construction of food safety collaborative governance mechanism.
