环境规制视角下中国SO2排放的空间效应研究 被引量:1

Study on the Spatial Effect on Sulfur Dioxide Emission in China from the Perspective of Environmental Regulation

摘要 鉴于空气污染和环境规制的空间溢出效应及环境政策的多领域性和复杂性,运用双向固定效应空间杜宾模型,在总体视角下探讨环境规制的实施对SO2排放强度降低的有效性,并在具体约束途径视角下对比分析其影响程度。结果表明:总体上,一省环境规制的加强有助于自身SO2排放强度的下降,但可能因“污染避难所”效应对周边省份产生不利影响;市场化和行政化环境规制的提升均对SO2总量减排有利,而行政化规制因素仅对当地SO2排放强度表现出较弱的负向影响,市场化指标对单位产出环境成本的降低存在较为明显的阻碍作用。 In view of the spatial spillover effect of air pollution and environmental regulation and the multi-domain and complexity of environmental policy,this paper constructs a bidirectional fixed-effect spatial Durbin model.Then,it is used to analyze the effectiveness of environmental regulation on the reduction of SO2 emission intensity from the overall angle of view,and to compare the degree of its impact from the perspective of specific constraints.The results show that,in general, the strengthening of environmental regulation in a province contributes to the decline of its SO2 emission intensity,but it may have an adverse influence on neighboring provinces due to the “pollution shelter” effect.The promotion of market-based and administrative environmental regulation is beneficial to the total emission reduction of SO2.However,the administrative regulation factor only has a weak negative impact on the local SO2 intensity;and the market-based index even has a more obvious hindrance to the decrease of environmental cost per unit of output.
