摘要
“村容整洁”是新农村建设的主要任务和目标之一,也是构建农村标准化建设体系的关键和较棘手的环节。本研究对农业大省河南省在新农村建设中的农村环境污染问题进行深入研究,以期为有效解决新农村建设中的环境问题提供借鉴和参考。研究主要依据河南省统计数据,通过梳理相关文献,对河南省2004—2016年农村环境污染状况进行分析,并针对河南省农村环境污染的成因进行探讨,在此基础上,提出治理河南省农村环境污染的对策。研究表明,虽然目前河南省农村环境污染物排放量的增长趋势有所减缓,但是排放总量依然居高不下,突出的问题主要有农村生活废弃物、农村养殖业粪便及农业生产化学品等的不当排放。因此,必须进一步增加治理污染的资金投入、加强基础设施建设、增强农民环保意识和加强农村环保法制管理。
“The clean and tidy village”is one of the main tasks and objectives of the new rural construction,and also a key and difficult part in the construction of the rural standardization system.This study took Henan,a major agricultural province,as the case,and carried out an in-depth research on environmental problems in the construction of new rural areas.Based on the statistical data of Henan,we analyzed the rural environmental pollution from 2004 to 2016 by reviewing relevant literatures,and discussed the causes of rural environmental pollution.On this basis,we proposed countermeasures.The research shows that although the growth trend of rural environmental pollutants in Henan has slowed down,the total amount of emissions is still high.The prominent problems are rural domestic waste,rural aquaculture manure and agricultural production chemistry products and so on.Therefore,it is necessary to further increase the capital investment in pollution control,strengthen infrastructure construction,enhance farmers’environmental awareness and reinforce rural environmental protection legal system management.
