摘要
为进一步推进重庆市绿色矿山建设,促进重庆市绿色矿业发展,系统分析了重庆市绿色矿山的建设发展现状并提出对策.2012—2014年,重庆市共申报了11家国家级绿色矿山试点,制定了绿色矿山建设的基本条件和建设目标.截至2018年12月,已完成21家绿色矿山的建设并完成第三方评估,完成矿产资源规划目标的60%.当前重庆市矿山的规模结构已持续优化,但小型及以下矿山占比仍达到60%以上,产能占比不足40%.通过分析研究,应在系统建立主城、渝西、渝东北、渝东南区域特色的绿色发展战略,构建绿色产业链,形成绿色矿山建设标准理论体系,推进落实"真金白银"激励政策4个方面进一步完善对策,促进重庆市矿业转型升级及绿色发展.
The current situation of green mine construction in Chongqing were analyzed and suggestions on further development of green mine construction and green mining industry were proposed in this paper.11 national green mine pilot projects have been declared from 2012 to 2014 in Chongqing,basic conditions and goals of green mine construction were formulated and established.By December 2018,21 green mines have been constructed and the third-party assessment has been completed.These proposals have been included in the list of green mines,and 60%of the mineral resources planning targets have been completed.At present,the scale structure of mining rights in Chongqing has been continuously optimized,and the level of intensive exploitation of mineral resources has been significantly improved.However,the proportion of small mines and below still reaches more than 60%and the productivity ratio is less than 40%.On this basis,to establish systematically green development strategy with regional characteristics of the main city,western,northeastern and southeastern Chongqing,to construct the green industrial chain,to form the green mine construction standard theory system,and to promote the implementation of"real gold,silver"incentive policy recommendations,have been put forward in this paper,which can be used to to promote the transformation and upgrading of mining industry and green development in Chongqing.
