关于光伏发电成本核算问题的研究——基于LCOE方法的分析 被引量:18

摘要 为促进我国经济社会的可持续发展,大力推进生态文明建设,切实贯彻绿色发展理念,作为能源消耗大国--中国选择大力发展可再生能源。光伏发电是可再生能源的重要组成部分,高成本是制约光伏发电的主要因素,准确估算光伏发电成本是政府有效补贴的基础。本文根据LCOE模型,对光伏发电成本进行核算;并且分别模拟光伏发电厂总成本、建设投资成本和利息支出成本减少对光伏发电成本的影响。研究发现:在LCOE模型中,建设投资对成本有十分重要的影响。政府通过合理布局光伏发电厂、降低初始投资和给予贷款优惠等手段,可以有效降低光伏发电成本,以达到加快光伏产业发展的目的。 In order to promote the sustainable development of China’s economy and society, vigorously promote the construction of ecological civilization, and earnestly implement the concept of green development, as a major energy consumer-China chooses to vigorously develop renewable energy. Photovoltaic power generation is an important part of renewable energy. High cost is the main factor that restricts photovoltaic power generation.Accurate estimation of photovoltaic power generation costs is the basis for effective government subsidies. According to the LCOE model, this paper calculates the cost of photovoltaic power generation;and simulates the impact of the total cost of photovoltaic power plant, construction investment cost and interest expenditure cost on the cost of photovoltaic power generation. The study found that in the LCOE model, construction investment has a significant impact on costs. By rationally arranging photovoltaic power plants, reducing initial investment and giving loan concessions, the government can effectively reduce the cost of photovoltaic power generation to achieve the goal of accelerating the development of the photovoltaic industry.
