摘要
利用2012-2017年长三角26个城市的面板数据,采用DEA与Tobit模型相结合的方法,分析长三角城市群人力资本投资效率及其影响因素。研究表明:第一,长三角城市群人力资本投资综合效率在样本期内不太稳定,不同城市效率差异显著。第二,纯技术效率是导致人力资本投资综合效率产生差异的主要原因。第三,居民收入水平、外商投资水平与人力资本投资综合效率存在负相关关系,制度变迁与综合效率存在正相关关系,城镇化水平和产业结构转型升级没有通过相关性检验。根据研究结论提出相应的对策建议,以期为长三角城市群人力资本更高质量一体化发展提供参考。
Using both the DEA and Tobit models and the 2012-2017 panel data of 26 Yangtze River Delta cities,this paper studies the human capital investment efficiency and its influencing factors in the Yangtze River Delta city cluster. The study finds:1)the comprehensive efficiency of human capital investment in this area is not stable during the sample period,and the efficiency of different cities differs significantly;2) the pure technical efficiency is the main cause of the difference;3)the level of residents'income and foreign investment has a negative correlation to the comprehensive efficiency and there is a positive correlation between institutional changes and the comprehensive efficiency. The urbanization level and industrial transformation and upgrading have not passed the correlation test. Based on these findings,the paper puts forward some corresponding countermeasures,hoping that they are helpful to the higher- quality integrated development of human capital in the Yangtze River Delta city cluster.
