摘要
粮油质量安全关系到国计民生。重金属可以使粮油产量降低并危害人类健康。近几年,粮油重金属污染事件时有发生,已引起社会的广泛关注。食品安全标准现已成为了很多国家以及地区保护本国及本地区人体健康的重要手段。目前来说,欧盟拥有着非常健全的食品安全法律体系,同时也拥有着严格的食品安全标准。通过对中国和欧盟粮油产品中重金属限量标准及减控措施进行梳理,对比分析了中欧限量值制定及防控措施的相通点及差异点,为我国现有的粮油食品质量安全标准的制修订提供建议,并为推动中欧标准体系协同提供参考。
Grain and oil products quality and safety is all important to the national economy and the people’s livelihood. Heavy metals can reduce grain and oil yields and affect human being health. In recent years, the incidents of grain and oil pollution by heavy metal have occurred often and it has attracted the entire society’s attention. Food safety standards have now become an important means of protecting human health in many countries and regions. For now, the European Union has a very complete system of food safety regulation, and also a very high level in its food safety standards. Through the comparison and analysis of grain and oil heavy metals limit standards and control measures of European Union (EU) and China, this paper has found out the existing similarities and differences between standards of China and EU, hoping to provide a reference for promoting the coordination of standards systems between China and EU.
