摘要
为进一步完善铁路散货快运价格,提高货运整体运输效率和经营效益,在分析铁路散货快运价格实践的基础上,针对铁路散货快运价格存在的运价水平总体偏低、运输资源利用率较低、大宗货源转为零散货物、批量入箱与集装箱运输价格倒挂等问题,提出调整散货重量体积标准、建立零散品类负面清单、调整批量快运品类构成、完善批量运价形成机制、调整批量入箱政策等铁路散货快运价格优化对策。通过选取和比较运输效率、运输效益、市场变化等指标,对散货快运价格实施效果做出实证分析,为铁路散货快运价格调整提供借鉴。
To increase the overall transportation efficiency and revenue with improved express pricing policies, based on an overview of the current situation, this paper has summarized the problems existing in the current pricing policies: low-priced freight rates, low level of resources utilization, more parcels instead of bulk cargo and price inversion between the quantity of container transportation and the freight rates. This paper has accordingly put forward the strategies to improve the pricing policies: modifying the standards on the parcel quantity and volume, establishing the negative list of parcel cargo, restructuring the express parcels in batches, improving the pricing policies for cargo in batches and revising the policies of container transportation in batches, which have been put into empirical analysis with selection and comparison in terms of transportation efficiency, revenue and market changes to verify the proposed strategies’ effects.
