摘要
本文以系统论的基本原理为研究工具,将应急救助作为一个系统,从自系统与他系统两个角度分析公众参与自然灾害应急救助的动力机制,有助于厘清公众参与自然灾害应急救助的关键动力节点,从而帮助决策者科学地设计和规划公众参与自然灾害应急救助的路径与策略。
On the basis of system theory, emergency relief is regarded as a system, and the dynamic mechanism of public participation in natural disaster emergency relief is analyzed from the perspectives of self-system and other systems. It helps to clarify the key dynamic nodes of public participation in natural disaster emergency relief, and thus helps decision makers to design and plan approaches and strategies for public participation in natural disaster emergency relief.
