摘要
欧盟在非正规非正式学习成果认证的制度建设和实践方面,已取得诸多引领性的经验。从新制度主义的视角探讨欧盟非正规非正式学习成果认证的框架、特征和成效,可为我国学习成果认证制度的构建提供有益借鉴,即以政策规制促成合法性状态,以人员机构建设规范制度执行,以文化认知破解认同性困境,以配套制度提高供给效能。
The European Union has made some progress in policy guidance and concrete practice concerning validation of non-formal and informal learning outcomes.To investigate the framework,characteristics and effects of validation of non-formal and informal learning outcomes in the European Union from the perspective of new institutionalism can provide useful reference and ideas for the construction of validation system of non-formal and informal learning outcomes in China,that is,to standardize the implementation of system by constructing the personnel and institutions,to promote the legal status by policy regulation,to solve the identity dilemma by cultural cognition,and to improve the supply efficiency by supporting system.
