摘要
在经济结构调整与转型升级过程中,大批过剩产能职工再就业成为亟待解决的重要问题。过剩产能职工作为社会历史变革中的“利益受损群体”,需要对其进行教育培训补偿,提供平等发展的机会,来彰显社会公平正义的价值理念。对过剩产能职工进行教育培训补偿是对其损害的矫正和补救,然而,在教育培训补偿过程中出现了多重困境,如补偿主体缺乏合力、补偿体系僵化、补偿方式物质化、监督机制不健全等,需要从构建补偿联合体、加快培训体系构建、关注职工精神需求、强化制度建设等方面来完善过剩产能职工的教育补偿机制。
In the process of economic restructuring,transformation and upgrading,the re-employment of workers in excess-capacity enterprises has become an important issue to be solved urgently.As the“benefit impaired group”in the social and historical changes,workers in excess-capacity enterprises need to be compensated for their education and training to gain equal opportunities for development,so as to highlight the value concept of social equity and justice.Education and training compensation is the correction and remedy of the damage suffered by the workers in excess-capacity enterprises.However,in the process of education and training compensation,there were multiple dilemmas such as lack of synergy of compensation subjects,rigid compensation system,materialization of compensation methods,and imperfect supervision mechanism.It is necessary to perfect the education compensation mechanism for workers in excess-capacity enterprises from the aspects of constructing compensation community,accelerating the construction of training system,paying attention to staff spiritual needs,and strengthening system construction.
