摘要
人工智能已经迎来第三次发展浪潮,美国在第三次抵消战略的大背景下持续发力推动人工智能建设,并在特朗普总统签发总统令之后立刻发布国防部人工智能战略,可谓意图明确、指向鲜明。人工智能技术前景可观,但技术局限性和战略欺骗性也层出不穷,美国意图借助先发优势,整合既有资源重点发力,提出五大战略路径和四大战略关注领域,勾勒出了未来国防部智能化建设路线图。中国应认清美国战略背后的实质意图,注重人工智能在“政军产学研”各领域的融合,认真规划符合国防建设实际的战略规划,顺应全球化大势积极参与推动人工智能技术治理,推出相应的制度规范和标准,真正使新兴技术成为有益于人类、有益于世界的推动器。
Now it is the third wave of development for artificial intelligence.Against the background of its third“offset strategy”,the United States has continued to promote the construction of artificial intelligence,and issued a summary of the 2018 Department of Defense Artificial Intelligence Strategy immediately after President Trump issued Executive Order on AI,which has a clear intention and direction.The prospects of AI technology are considerable,but technical limitations and strategic deception are also emerging endlessly.The United States intends to use its first-mover advantage to integrate the existing resources,put forward five strategic paths and four strategic areas of concern,and outline the road map for the future intelligent construction of the Department of Defense.China should recognize the essential intention behind the American strategy,pay attention to the integration of AI in all fields of“government,military,industry,education and research”,carefully form the strategic plan that conforms to the actual situation of China’s national defense construction,actively participate in promoting the governance of AI technology in conformity with the trend of globalization,and introduce the corresponding system norms and standards,so as to truly make the emerging technology a driver beneficial to mankind and the world.
