摘要
乡村振兴战略是提升农村发展速度和质量的重要举措,日匈韩美德澳等国家在这方面取得的成功经验值得借鉴。从消灭“三大差别”到“三农”问题的提出再到新农村建设,为实施乡村振兴战略奠定了基础。为了持续促进乡村发展,需要选好乡村的当家人,并在资源整合、资金支撑、理念创新、设施构建、技能培训、村民参与等多方面下功夫。乡村振兴是以村民为主体的持久战,政府要从基础工作做起,夯实基础设施和提供相应服务,处理好当前发展速度“慢”与未来发展速度“快”间的关系,让乡村振兴有长足后劲,要在产业凝聚力、乡村治理力、文化整合力、人才创造力、精神引导力等方面做好文章。
Rural revitalization strategy is an important way to promote rural development speed and quality.The successful experience in this field from Japan, Hungarian, South Korea, America, Germany and Australia is worth using for reference.From the elimination of the three major differences to the problem of "agriculture, rural areas and farmers" put forward, the new rural construction laid a foundation for implementing the strategy of rejuvenating the rural area.Rural revitalization should be based on economic development,and all the other aspects should be developed as well. In order to continue to promote rural development,the right head of the village should be selected correctly,and then some other aspects should be powered, such as resource integration, capital support, concept innovation, infrastructure construction, skill training and the villagers to participate. Rural revitalization is a protracted war in which rural villagers should be the main body, the government should start from the basic work,strengthen the infrastructure, provide corresponding services and well deal with the relation between current "slow" development and the future "fast"development,let the rural revitalization have great staying power. The following aspects should be emphasized: cohesion in the industry, rural governance force, cultural integration, talent creativity and the spirit guide force.
