摘要
高新技术企业培育作为推动创新驱动发展的重要举措,应以培育自主知识产权为抓手,建立知识产权管理与服务体系。高新技术企业培育中的知识产权管理与服务有独特内涵特征,形成以企业知识产权差异化需求为基础、以多方主体的供给为保障、需求端与供给端协同的运行机理。结合调研并以广州开发区的实践为例,提出理顺主体关系、进行财政奖补、实施企业贯标等优化进路和政策建议。
The cultivation of high-tech enterprises is an important measure to promote innovation driven development;cultivating independent intellectual property shall be taken as the support to establish an intellectual property management and service system. Intellectual property management and service in the cultivation of high-tech enterprises have unique connotation characteristics;and the operating mechanism with differentiated demand of enterprise intellectual property as the basis,supply by multiple subjects as the guarantee and coordination between the demand side and the supply side. Combining the investigation and taking the practice of the Development Zone of Guangzhou as an example,optimization approach and suggestions are proposed,such as rationalizing the relationship between public management and market-oriented service subjects,implementing differentiated intellectual property financial reward and compensation policies,and implementing enterprise intellectual property standards.
