摘要
哈萨克斯坦公路工程项目监管分工明确、职责清晰。新建、改扩建、养护工程以及规划、建设、运营管理有不同部门分工合作。哈萨克斯坦的公路工程项目主要由投资发展部下设部门-道路委员会负责监管。哈萨克斯坦国家公路股份有限公司为公路工程项目(新建、改扩建以及养护工程)的建设、运营和管理的具体实施单位。主要对哈萨克斯坦的公路工程项目监管流程进行分析介绍,为我国企业在哈萨克斯坦承包公路工程项目提供参考。
The supervision of highway engineering projects in Kazakhstan has a clear division of labor and responsibilities.New construction,renovation and expansion,maintenance projects,planning,construction,and operation management have different divisions of labor and cooperation.Highway engineering projects in Kazakhstan are mainly supervised by the Road Commission,a department under the Ministry of Investment and Development.Kazakhstan National Highway Co.,Ltd.is the specific implementation unit for the construction,operation and management of highway engineering projects( new construction,expansion and maintenance projects).This paper mainly analyses and introduces the supervision process of highway engineering projects in Kazakhstan,providing reference for Chinese enterprises to contract highway engineering projects in Kazakhstan.
