摘要
我国是农业大国,农村人口占比达到42.7%,但农村地区的医疗卫生服务发展程度长期落后于城市,农村人口获得基本医疗卫生服务的公平性和可及性存在严峻的问题和挑战。本文梳理了2009年至今10年农村医疗卫生服务改革的历程,在增加政府的投入、大力发展农村医疗卫生服务体系、扩大农民医疗保险覆盖率、改善农村卫生服务设施设备、提高乡镇卫生院和农村卫生室医护人员的学历、职称和技术水平以及提高基层全科医生质量方面取得了显著成效。但是农村居民看病难、看病贵的现状并未完全改变,医改的成绩与问题并存。
China was a large agricultural country with 42.7% of the rural population. However,the development of medical and health ser vices in rural areas was far behind that in cities for a long time. There were serious problems and challenges in the equity and accessibility of basic medical and health services for rural population. By reviewing the course of rural health service reform since 2009,the signifi cant achievements had been made in increasing government investment,developing the rural medical and health service system,ex panding the coverage rate of medical insurance,improving the facilities and equipment of rural health services,upgrading the education al background,title and technical level of medical and nursing staff in rural hospitals and clinics,and improving the quality of training general practitioners. However,the current situation of rural residents’ difficulty and high cost of seeing a doctor had not been changed completely,while the achievements and problems of medical reform coexisted.
