摘要
黄河流域是我国重要的经济地带,也是推动全国区域协调发展的关键区域。立足于黄河流域的发展状况,以生态环境保护为前提的黄河流域高质量发展应推动分类发展、协同发展、绿色发展、创新发展和开放发展。依据“共同抓好大保护,协同推进大治理”的黄河流域高质量发展的战略思路,应以生态环境保护和高质量发展为目标,从分类发展、协同发展、绿色发展、创新发展、开放发展五个维度出发推动黄河流域的高质量发展,同时要完善黄河流域高质量发展的战略规划、法律制度、空间管控、体制机制等战略支撑体系。
The Yellow River basin is an important economic zone in China,and it is also a key area to promote the coordinated development of the whole country. Based on the development status of the Yellow River basin,the high-quality development of the Yellow River basin on the premise of ecological environment protection should promote classified development,coordinated development,green development,innovative development and open development. According to the strategic thinking of “grasping the great protection jointly and promoting the great governance in coordination” for the high-quality development of the Yellow River basin,we should take ecological environment protection and high-quality development as the goal,promote the high-quality development of the Yellow River basin from the five dimensions of classified development,coordinated development,green development,innovative development and open development. In addition,we need to improve the strategic support system of high-quality development in the Yellow River basin,including strategic planning,legal system,spatial management and control,and institutional mechanism.
