种植业面源污染防治对策研究 被引量:10

A Study on Countermeasures for Non-point Source Pollution Prevention and Control of Crop Farming

摘要 目前,种植业面源污染成为我国农村地区环境污染的主要来源。有效控制种植业面源污染态势,确保农产品产地环境友好,是推进全国生态环境治理和实现农产品质量安全的现实要求。本文针对我国种植业面源污染状况,分析种植业面源污染防治的主要措施和区域种植业面源污染防治的探索实践。指明种植业污染防治面临机制不完善、标准较低、监管体系不健全、投入缺乏等主要问题。从培育新型种植业面源污染防治主体、加大种植业面源污染防治投入、推行种植业绿色生产、促进种植业生态循环发展、强化种植业面源污染防治监管等方面,提出相应的对策建议。 Non-point source pollution of crop farming has been primary source of environmental pollution in rural area. The friendly environment will be conserved in producing area if the non-point source pollution is effectively controlled, which is actual requirement for promoting ecological environment management and achieving agricultural quality security. The feasibility of non-point source pollution prevention and control of crop farming and regional practices are analyzed based on the situation of non-point source pollution in this paper. The main problems on non-point source pollution prevention and control are shown as incomplete mechanism, lower standards, imperfect supervision system and deficient inputs. The relevant countermeasures are given by means of assisting new controller for non-point source pollution, increasing inputs for non-point source pollution prevention and control, advancing green standardization production of crop farming, promoting ecological cycling development of crop farming, strengthening supervision for non-point source pollution prevention and control.
