摘要
基于四川省粮食生产规模比较优势指数(SAI)、效率比较优势指数(EAI)、综合比较优势指数(AAI)分析测算,解析四川粮食生产比较优势的时序演变。结果表明,四川粮食生产规模比较优势与效率比较优势均趋于下滑态势,现降至全国平均水平以下;其中水稻生产规模比较优势和效率比较优势略高于全国平均水平;小麦和玉米生产规模比较优势和效率比较优势均长期低于全国平均水平;豆类生产效率比较优势长期高于全国平均水平,但受制于规模比较优势较弱,其综合生产优势不明显;薯类生产规模比较优势和效率比较优势均超出全国平均水平,其规模比较优势尤为突出,在确保全省粮食安全生产中地位凸显。结合四川农情认为四川粮食生产比较优势的时序演变受诸多因素叠加影响,建议从提升土地规模化经营水平、强化科技支撑力度、优化调整粮食种植结构和激发小农种粮积极性等方面着手,稳步提升四川种粮比较优势和确保粮食安全供给。
The time course change of comparative advantage of grain planting was analyzed by calculating the scale advantage index (SAI), efficiency advantage index (EAI) and aggregated advantage index (AAI) of grain crops in Sichuan Province. The results showed that both the SAI and EAI of grain crops in Sichuan Province appeared downward trend, and had fallen below the national average level;the SAI and EAI of rice planting were slightly higher than the national average level;the SAI and EAI of wheat and maize planting were below the national average level for many years;the EAI of soybean planting in Sichuan Province was higher than the national average level over a long period, but due to the weakness of scale advantage, its comparative advantage was not obvious;both the SAI and EAI of tubers planting were above the national average level, and the SAI was especially prominent, which made tubers occupy an important place in assuring grain security in Sichuan Province. Meanwhile, combining the practical situation of Sichuan Province, it was considered that, the time course change of comparative advantage of grain planting was affected by multiple factors, therefore, a set of suggestions on enhancing the comparative advantage of grain planting and ensuring the safety grain supply in Sichuan Province were proposed from the perspective of promoting scale land management, strengthening the support of science and technology, optimizing and adjusting the structure of grain planting, and stimulating the small-scale farmers' enthusiasm for grain planting.
