摘要
随着中国经济由高速增长阶段逐步转向高质量发展阶段,经济社会发展对战略性新兴产业的健康持续发展、产业安全提出了更高要求。一方面,贸易摩擦频发,中国战略性新兴产业受到贸易摩擦的影响较大,产业的市场控制力十分脆弱;另一方面,中国战略性新兴产业处于全球价值链中低端,自主可控问题突出。基于此,提出以递阶式方式实现战略性新兴产业自主可控。具体而言,体现为3个"竞争",即产业核心技术竞争、标准竞争和全球价值链地位竞争,沿着"技术创新-标准化-全球价值链重构"逐步实现自主可控。
As China ’s economy gradually shifts from a high-speed growth stage to a high-quality development stage,economic and social development puts higher demands on the healthy and sustainable development of strategic emerging industries and industrial safety. On the one hand,trade frictions frequently occur,and China’s strategic emerging industries are more affected by trade frictions,the market control of the industry is very fragile. On the other hand,China’s strategic emerging industries are are at the middle and lower end of the global value chain,the issue of independent control is prominent. Based on this,this paper proposes to realize the strategic control of the emerging industries in a step-by-step manner. Specifically,it is embodied in three "competitions",namely,industrial core technology competition,standard competition and global value chain status competition, and gradually realizes self-control along "technology innovationstandardization-global value chain reconstruction".
