摘要
随着境外重点铁路建设项目(如印尼雅万高铁、中老铁路、匈塞铁路、中泰铁路、拉合尔橙线轻轨等)取得阶段性成果,中国铁路"走出去"已取得了令人瞩目的成就。通过整理文献资料及专家意见,总结境外铁路建设项目安全质量管理的17个主要影响因素,并对其进行识别和归纳,采用解释结构模型方法,构建境外铁路建设安全质量管理影响因素的解释结构模型。运用该模型分析各因素对境外铁路建设项目安全质量目标实现的影响机理;结合近几年项目建设安全质量管理实践,验证该模型的有效性和实用性,为有关各方加强境外铁路建设项目安全质量管理提供理论依据和参考建议。
With the key railway construction projects such as Jakarta-Bandung HSR, China-Laos railway, Serbia-Hungary railway, China-Thailand railway, and Lahore orange line project, etc., all of which have achieved phased results, China railway has made remarkable achievements in "going-global". Through the file data and experts’ opinion, 17 main influencing factors on safety and quality management of overseas railway construction projects were summarized. The interpretative structural model was constructed after identification and induction of influencing factors and used to analyze the various factors on the influence mechanism of the safety and quality management. Combined with the practice of safety and quality management in project construction in recent years, the effectiveness and practicability of the model are confirmed. The theoretical basis and reference suggestions are provided for relevant parties to strengthen the safety and quality management of overseas railway construction projects.
