河南省能源消费、主要污染物排放脱钩分析研究

摘要 基于Tapio模型,对2005—2017年河南省能源消费、主要污染物排放量与经济增长之间的脱钩指数进行计算,结果显示,研究期间河南省能源消耗与经济增长之间主要表征为弱脱钩,二氧化硫排放表征为弱脱钩和强脱钩,氮氧化物排放与经济增长之间脱钩具有一定的波动性,先后经历了弱脱钩、扩张负脱钩、强脱钩三种状态;废水中COD排放、氨氮排放整体表征为强脱钩状态。由于2011年开始污染源统计口径变化,导致2010—2011年氮氧化物、COD和氨氮排放脱钩指数呈现扩张负脱钩。要维持近年来良好的发展态势,河南省仍需坚持经济转型,加大污染治理投资,重视环境严格管控。河南绿色发展,任重而道远。 Based on Tapio decoupling index, the decoupling indicators of the energy consumption, main pollution emissions and ecomic growth of Henan Province in 2005-2017 are calculated. The results prove that energy consumption and GDP of Henan Province during the research period show a weak decoupling relationship, that SO2 emissions and GDP show a weak decoupling and a stong decoupling. The relationship between the NOx emissions and GDP is unstable, which has experienced three states: weak decoupling, negative expansion decoupling and strong decoupling. The decoupling state of COD discharge is similar to the Ammonia Nitrogen discharge, which is a strong decoupling. The decoupling index of NOx, COD and Ammonia Nitrogen discharge shows negative expansion decoupling in 2010-2011 due to the statistical range changement problems. To maintain the good development trend in recent year, Economic restructuring, increase investment in pollution control and attach importance to environment strict control are still needed. It is a long way to go to realize green development in Henan Province.
