摘要
我国公共文化服务政策由国家根据不同时期公共文化服务的特点和民众对公共文化服务的需求而制定,反映了不同的发展阶段的价值理念、政策目标、政策工具、政策资源等的嬗变过程和规律,研究公共文化服务政策的演变规律对今后的公共文化服务政策的制定具有重要的参考价值。文章利用政策分析方法,结合公共文化服务政策文本特征,建立公共文化服务政策三维立体模型,包括政策工具、政策外部结构特征和主题特征,全方位多角度反映近十年公共文化服务政策热点和重点。总体看,过去十年公共文化服务政策以“通知”“意见”为主要的文本形式,在政策工具上以环境型政策工具应用的范围最为广泛,其次是供给型政策工具、需求型政策工具。近十年公共文化服务政策的热点和重点主要包括文化基础设施建设、体系统筹建设、传统文化传承、文化遗产保护。
The public cultural service policy in China has been formulated by the government according to the characteristics of public cultural service in different periods and the needs of the public,reflecting the evolution process and laws of the values,policy objectives,policy tools and policy resources in different development stages.Therefore,the study of the evolution of public cultural service policy has great value for the formulation of public cultural service policy in the future.With the development of public cultural service system in China in recent years,more and more policy texts of public cultural service have been accumulated.In this paper,the existing policy analysis methods is used to reflect the policy hot spots and key points related to China's public cultural service policy in the past ten years.Overall,China’s public cultural service policy takes“notification”and“opinion”as the main textual form.Environmental policy tools are the most widely used,followed by supply-oriented policy tools,and finally demand-oriented policy tools.The hot spots and key points of the public cultural service policy include cultural infrastructure construction,overall system construction,traditional culture inheritance and cultural heritage protection.
