摘要 生态文明建设是中国特色社会主义事业的重要内容,事关中华民族伟大复兴中国梦的实现,生态环境治理是党和政府推进生态文明建设的重大举措。以安徽省W县为个案,深入探讨“一元”生态环境治理机制的实践困境:地区生态建设民众缺位,环境治理部门权责不符,基层管理干部角色冲突,组织发展目标难以兼顾。破解当前困境,应实现县域生态环境治理机制由“一元”至“多维”的转变。通过创建生态环境多元治理模式,强化生态环境治理共享思维,完善生态环境治理激励约束机制,推进生态文明建设长效运转。 The construction of ecological civilization is an important part of socialism with Chinese characteristics,and it is related to the realization of the great rejuvenation of the Chinese nation and Chinese dream.Ecological environment governance is a major measure for the party and government to promote the construction of ecological civilization.Taking W County of Anhui Province as a case,this paper probes into the practical dilemma of the"centralized leadership system"ecological environment governance mechanism:the lack of citizen participation in local ecological construction,the discrepancy between powers and responsibilities of environmental governance departments,the role conflicts of grassroots management cadres,and the organizational development goals that are difficult to balance.In order to solve the current predicament,we should transform county's ecological environment governance mechanism from"centralized leadership system"to"multidimensional system".Long-term operation of ecological civilization construction should be promoted by creating a multidimensional governance model of ecological environment,strengthening the shared thinking of ecological environment governance,and improving the incentive and restraint mechanism of ecological environment governance.
