摘要
从历史角度出发,采用文献分析法、历史制度主义分析范式和归纳演绎法,追溯中国从先秦时期至清朝的食品安全治理理念的演进过程,以形成历史经验与现实启示,为当今社会食品安全治理提供镜鉴,推动中国食品安全制度建设。研究表明:中国历朝历代关注有关食品安全问题的治理,形成了丰富的成果;政府是食品安全治理的重要主体,治理功能随着社会变迁不断完善;中国历朝历代重视食品安全的法治治理,并在礼法合治的框架下形成了治理结构的多重格局;中国古代食品安全治理主体在历史演变中呈现多元化特征;食品生产与经营主体的行为分化成为食品安全问题产生的根源。在当下食品安全治理过程中如何加强生产源头的环境治理、优化生产与流通主体行为规范以及强化食品的营养功能应得到重视。
Starting from historical perspective and using the literature analysis method,historical institutionalism paradigm and inductive deduction method,the study traced China ’s food safety governance idea evolution process from Pre-Qin period to Qing Dynasty to form historical experience summary and realistic revelation which provide references for food safety governance in today’s society and promote the construction of China’s food safety system. Studies have shown that:( 1) China’s past dynasties had paid attention to the governance of food safety issues and had produced rich results;( 2)The government is an important subject in the management of food safety,and its governance function has been continuously improved with social changes;( 3) China’s past dynasties had attached importance to rule of law governance for food safety,formed multiple pattern of governance structure under the framework of ritual and law joint governance;( 4) The main body of ancient China’s food safety governance has diversified characteristics in historical evolution;( 5) The behavioral differentiation of food production and management subject has become the cause root of food safety issues. In view of the current situation,how to strengthen the environmental management of production sources,optimize the behavioral norms of production and circulation subjects,strengthen the nutritional function of food should be paid attention in the process of food safety governance.
