摘要
在推进乡村振兴战略的过程中,国家可以通过对农村制度体系的建设、执行和变革,促进农村生产方式、生活方式和生活观念的变革,推动农村经济社会的发展和农民生活水平的提高。但由于我国在农村没有建立完善的土地经营制度体系,没有建立完善的促进农村生产方式转变的制度体系,没有为农村生活方式和生活观念的转变提供制度支持,国家在农村的制度执行能力弱化;因此,对乡村振兴战略的顺利实施产生制约。为此,我国需要通过各种方式完善我国在农村的各项制度体系,同时加强我国在农村制度执行能力,为乡村振兴战略的实施提供坚实的制度保障和制度支持。
In the process of promoting the rural revitalization strategy, the state can promote the transformation of rural production methods, lifestyles and life concepts through the construction, implementation and reform of the rural institutional system, and promote the development of rural economic and social development and the improvement of farmers’ living standards. However, China has not established a sound land management system in rural areas, and has not established a sound system to promote the transformation of rural production methods, it has not provided institutional support for the transformation of rural lifestyles and life concepts, and the state’s system implementation capacity in rural areas has weakened. Therefore, it restricts the smooth implementation of the rural revitalization strategy. To this end,China needs to improve its various institutional systems in rural areas through various means, while strengthening China’s implementation capacity in rural systems, so they can provide solid institutional guarantees and institutional support for the implementation of rural revitalization strategies.
