摘要
选近年来,基于分类评价的原则,对地质调查项目类型进行了划分;初步构建了制度框架,规范了地质调查项目绩效评价流程;开展了项目绩效评价试点,积累了相关经验。目前存在的问题:(1)绩效目标缺乏充分论证和合理测算,容易脱离实际;(2)绩效评价指标体系未分类设置,分类评价原则贯彻不彻底;(3)绩效自评不严格,弱化了绩效管理的权威性。建议:(1)调整绩效目标申报内容,强调成果导向;(2)建立分类评价指标体系,体现地质调查业务规律;(3)强化主体责任,提高绩效评价工作质效。
In recent years,based on the principle of classification and evaluation,the types of geo-survey projects have been classified,the system framework has been preliminarily constructed,and the performance evaluation procedures of geo-survey projects has been standardized,also,the pilot project performance evaluation has been carried out and relevant experiences have been accumulated.However,the existing problems are:(1)the lack of sufficient demonstration and reasonable measurement of performance objectives leading to easily divorced from reality;(2)the performance evaluation index system is unclassified and the principle of classification evaluation is carried out incompletely.(3)the self-evaluation of performance is loose,which weakens the authority of performance management.Finally,this paper suggestions:(1)adjusting the reporting content of performance objectives to achievement orientation;(2)constructing index system of classification evaluation to reflect the geo-survey rules;(3)strengthening the responsibility and improving the quality and efficiency of performance evaluation.
