摘要
全面推行河长制是党中央、国务院作出的一项重大决策部署。文章以迁西县落实河长制、推动全域治水为例,围绕解决县域水系生态环境存在的问题,系统研究分析了水体污染、水环境破坏后如何以落实河长制为抓手,推动河道治理生态修复工作,并客观具体地提出了治理方法、配套制度机制和保护性开发对策,为有效保护绿水青山探索了迁西模式。
Comprehensive implementation of river chief system is a major decision made by the Party Central Committee and the State Council.Implementation of river chief system and promotion of universe set water control in Qianxi County are adopted as examples in the paper.Implementation of river chief system as the starting point after water pollution and water environment destruction is studied and analyzed systematically aiming at solving the problem in county water system ecological environment,thereby driving the river control ecological restoration.The control method,supporting system mechanism and protective development countermeasures are proposed objectively and concretely,thereby protecting the environment effectively,and exploring Qianxi mode.
