省级政府履职方式探析——基于X省五年规划文本分析被引量：6

摘要对于政府职能的内涵类型学界多有探讨,但是政府倾向于使用什么方式来履行其职能却有待研究。本文将政府职能的履行方式分为服务、混合和强制方式,以X省改革开放以来的五年规划文本作为研究对象,通过NVivo Plus 11软件进行编码和分析,探寻政府职能履行方式的变迁特点。研究发现,X省政府更倾向采取服务的方式履行职能,“服务型政府”已见雏形。针对不同的职能类型,政府采取服务手段并不相同。针对经济和社会事务管理,更偏好于优惠扶持政策的实施,而履行市场监管职能则更愿意通过体制机制的改革完善实现其管理目标。混合的职能履行方式是X省政府运用较多的,而强制方式的运用则非常谨慎。政府职能履行方式与改革开放步伐、市场经济体制建立紧密相关,呈现阶段性特征。履行方式是政府职能的拓展延伸和转变职能的应有之义,应该朝着职能转变的正确航向与时俱进,实现两者转变匹配共赢的效果。 There is much discussion about the definition of government functions,but the way the government tends to use it to perform its functions remains to be studied.This paper divides the fulfillment of government functions into services,mixed and mandatory methods.The five-year plan texts since the reform and opening up of X province are taken as research objects.The NVivo Plus 11 software is used for coding and analysis to explore the changing characteristics of government functions.The study found that the X provincial government is more inclined to perform functions in the form of services,and the“service-oriented government”has taken shape.The government’s service approach is different for different types of functions.For economic and social affairs management,it prefers the implementation of preferential support policies,while fulfilling the market su pervision function is more willing to achieve its management objectives through the reform and improvement of institutional mechanisms.The mixed function fulfillment method is more used by the X provincial government,and the use of the mandatory method is very cautious.The implementation of government functions is closely re lated to the pace of reform and opening up and the establishment of a market economic system.The way of ful filling is the extension of the government’s functions and the transformation of its functions.The transformation of government functions should advance in the right direction and achieve better results.
