摘要
县域是我国乡村振兴战略规划和实施的基本单元,甘肃省甘谷县在全国区域均衡发展上具有代表性。以甘谷县为研究对象,通过乡村振兴的基础和态势分析,确定了乡村振兴的功能定位、基本策略和重大工程,提出了县域乡村振兴的保障措施,并得出了一般意义上县域乡村振兴的基本路径:县域可作为均质区,在深入挖掘自身资源禀赋和与周边地区差异化竞争中,寻求自身嵌入全球化、对接国家战略的省域范围内的功能定位;县域乡村振兴的效果,中短期主要靠政策、规划、投入等强大的外生刺激,但长期发展需要建构市场化、法治化的长效机制。
A county is the basic region of strategic planning and implementation of rural revitalization in China.The county of Gangu in Gansu Province is representative of the balanced regional development across the country.Taking the county of Gangu as a research object,through analyses of the foundation and situation of rural revitalization,this study determined the functions positioning,basic strategy and major projects of rural revitalization,put forward the certain measures and achieved the general approaches of rural revitalization in county area.The county areas as a homogeneous area,while deeply exploring their own resource endowment and differentiating competition with the surrounding areas,should seek their own position in globalization and function area within the provincial extent under national strategies.The effect of short and medium-term mainly rely on strong external stimulus such as policy,planning and investments.However,a sustainable development requires the building of a long-term mechanism for marketization and rule of law.
