摘要
我们必须尽快对以牺牲资源、环境、生态为代价的农业发展方式进行生态转型,沿着现代生态农业的发展道路,朝着“高效生态”的发展方向探索前行。要以发展资源节约型、环境友好型、生态保育型“三型”农业为根本,在加强农业生态系统治理和恢复的同时,提高“水土气生”立体污染防控水平。要把持好自然禀赋的开发利用与休养生息的动态平衡,坚持生态产业化、产业生态化,并在发展中保护、在保护中发展。要在充分考虑资源承载力的基础上高效利用资源,在充分考虑环境容量的基础上突出污染防控,在充分考虑生态阈值的基础上挖掘生态服务价值。要完善生态循环机制,构建以系统化的政策法规、规模化的运营模式和现代化的科学技术为核心的保障体系。
We must carry out ecological transformation in response to the agricultural development mode at the cost of resources, environment and ecology as soon as possible, and explore the development direction of "efficient ecology" while advancing along the path of modern ecological agriculture. We need to focus on resource-conserving, environment-friendly and ecologicallyconserving agriculture, and improve prevention and control concerning the pollution of soil, water, gas and biosphere while strengthening the management and restoration of agricultural ecosystems. We should strike a balance between the exploitation and utilization of natural endowments and the restoration of them, promote ecological industrialization, and preserve the ecology in the course of development. We should make efficient use of resources on the basis of the resource carrying capacity, highlight pollution prevention and control by taking into account environmental capacity, and dig the value of ecological services on the basis of the ecological threshold values. We should improve the ecological circulation mechanism and build a guarantee system with systematic policies and regulations, large-scale operation mode and modern science and technology as the core.
