摘要
中国天然气管网呈现"X+(3+M+N)+X"运行和管理格局,不利于实现国家油气体制改革要求的"X+1+X"产业格局和"中间统一管网高效集输"目标。借鉴欧美先进管道公司实践经验,按照国家供给侧改革"降成本、补短板"和国家油气体制改革"中间统一高效输送"等要求,基于创新、协调、绿色、开放、共享的理念,并考虑到充分发挥管道运营的规模经济效益,从管网规划体系、QHSE管理体系、管道资产完整性管理体系、管道维抢修体系、管道项目建设管理体系、管道科技创新体系、管道技术标准体系、管道调度运行、管容交易、国家智慧管网十大体系或平台的建设,以及区域化运维中心的功能和有效管理半径方面,对管道独立运营后的天然气管网"专业化管理+区域化运维"管理模式进行探讨。建议全面推进现有省级管网的输销分离、网运分开和独立运营,建立管网运营准入和退出机制,推动同一区域内管道运营机构集约整合,暂停省级管网公司的新设和重组。
The Chinese natural gas pipeline network sector is undergoing the new operational management pattern of "X+(3+M+N)+X", which is adverse to the "X+1+X" pattern raised by Chinese government’s requirements about reform of the management system of oil and gas industry, and is going against the objectives of developing a unified national pipeline network to achieve integrated pipeline operations with highest efficiency. Combined the as-is analysis of Chinese natural gas pipeline system network operation management, the best practice studies of global leading pipeline companies, the studies of supply-side structural reform policies, and the requirements of developing a unified and efficient energy midstream industry to reduce the transmission and distribution cost along the natural gas value chain by Chinese government, based on the vision of innovative, coordinated, green, open, and inclusive development, and economies of scale, a preliminary discussion was held regarding the management mechanisms of a single, wholistic natural gas pipeline systems network on a national scale in China. From the aspects of ten key management systems and platforms, including pipeline network planning, QHSE, pipeline asset integrity management, pipeline emergency response, pipeline construction projects management, technology innovation management, technical standards management, scheduling and controlling, pipeline capacity trading platform and intelligent pipeline, the positioning, function, and effective radius of regional operation and maintenance center, a subsequent operating model of the network system, consisted of both professional management and regional operation and maintenance, was discussed. It proposes to comprehensively push forward the separation of transportation and sales, network assets and operation ownerships, explore the way of independent operation model of provincial pipeline network, promote the intensive integration of pipeline operation organizations in the same region, and suspend the new establishment and reorganization of provincial pipe network companies.
