“放管服”背景下的互联网餐饮治理研究

摘要 互联网餐饮与传统餐饮行业相比,具有经营主体的多元性、隐蔽性和跨区域性,交易过程的复杂性、虚拟性和食品安全风险的集聚性等特点,使得食品安全治理具有更多特殊性和复杂性,仅靠地方政府作为单一监管主体和运动式监管无法实现对线上餐饮的全面有效监管。因此,需通过电子商务平台、行业协会以及社会公众等多元主体的共同参与、协商和合作,充分利用各方优势与资源,弥补个别地方政府部门监管能力的不足,实现治理的数字化、扁平化、透明化。 Compared with the traditional restaurant industry, the online restaurant industry is characterized by the diversity and invisibility of the operators who provide services without geographic limits, by the complexity and virtuality of the transaction process, and by the concentrated food safety risks, which make food safety governance more special and complex that the local governments alone will fail to supervise the online restaurants in an all-round and effective manner, not to mention that their supervision is often campaign-like. Therefore, there is a need to let the e-commerce platforms, trade associations and the general public participate, consult and cooperate with them, and make full use of their advantages and resources, so as to address the deficiencies in the regulatory capacity of certain local government departments, and make the governance IT-based, flat and transparent.
