摘要
当前国内生态补偿实践表现出理论基础薄弱、补偿方式单一、市场体系不健全、多部门合力尚未统筹特点。新形势下自然资源资产管理呈现出开启统一管理模式、强化自然资源严格保护理念、迈入资源使用付费阶段、重视自然资源资产的价值转化等特征。基于自然资源资产管理的生态补偿机制完善建议:结合自然资源资产确权登记,明晰生态补偿主体;结合自然资源资产核算,推进生态补偿标准制定和效益评估;结合自然资源资产有偿使用,建立市场化多元化的生态补偿模式;结合自然资源执法督察,实现生态补偿监督。
At present, the domestic eco-compensation practice shows several characteristics such as the theoretical foundation is weak, the compensation method is single, the market system is insufficient, the multi-sectoral forces is uncoordinated, etc. Under the new situation, natural resource asset management shows the characteristics of opening a unified management mode, strengthening the concept of strict protection of natural resources, entering the stage of pay-for-use natural resources, emphasizing on the value transformation of natural resource assets, etc. Based on natural resource asset management, this article proposes suggestions for the improvement of eco-compensation mechanism: combined with asset confirmation registration of natural resources, clarifying the main body of eco-compensation;combined with natural resource asset accounting, promoting the formulation of standards and benefit evaluation of eco-compensation;combed with the pay-for-use natural resource assets, establishing a market-oriented and diversified eco-compensation mode;combined with law enforcement and supervision of natural resources to achieve eco-compensation supervision.
