摘要
[目的/意义]在复杂多变的国际形势下,国家情报工作是保障国家安全与发展的重要基础。情报需求识别作为情报工作开展的基础,其方法有待创新,以适应国家战略层次的情报任务。[方法/过程]文章提出一种基于模板的国家战略情报需求识别方法,以高层领导讲话原文为数据源,从中提取情报需求要素,分析出相关的战略任务,并填写情报需求描述模板,得到多维度的情报需求描述信息。[结果/结论]文章以国家科技安全情报需求为例展示方法的实际应用过程。该方法是对识别纲领性情报需求的一种尝试,能够为情报机构的情报规划提供指导性信息。
[Purpose/significance]In the complex and volatile international situation,national intelligence work is an important foundation for safeguarding national security and development.The identification of intelligence needs is the basis for the intelligence work,and its methods need to be innovated to adapt to the intelligence tasks at the national strategic level.[Method/process] This paper proposes a template-based national strategic intelligence needs identification method.The senior leaders’ addresses are used as the data source.After extracting the needs elements,the relevant national strategic tasks can be obtained,and then the intelligence needs description template is filled to get relatively comprehensive information of intelligence needs.[Result/conclusion]This paper takes the national science and technology security intelligence needs as an example to demonstrate the practical application process of the method.The method is an attempt to identify programmatic intelligence needs and can provide guidance for intelligence agencies to conduct intelligence planning.
