情报流程重构视角下的应急过程多目标优化研究 被引量:8

摘要 [目的/意义]为了提高应急情报工作的有效性,增强应急工作中的情报支持力度,从而提升突发事件应对效率,重构应急情报流程并设计基于情报支持的应急过程多目标优化方法。[方法/过程]重构以情报需求为驱动,以情报服务为主导的应急情报流程;重组每一层级皆有情报人员参与的,适用于应急情报流程的应急机构;将应急过程划分为预警、应对和修正三个主要阶段,分别设计优化子目标进行多目标优化,并探讨了情报流程重构对应急过程优化的促进作用。[结果/结论]研究一定程度上能提升应急情报工作的有效性,增强应急工作的客观性。[局限]主要是提出理论架构层面的方法,还需在实践中细化和完善。 [Purpose/significance] In order to improve the effectiveness of emergency intelligence,strengthen the information support in emergency response and the efficiency of emergency response,this paper reconstruct emergency intelligence process and design multi-objective optimization method of emergency process based on intelligence support. [Method/process] First,this paper reconstructs emergency intelligence process with information demand as the driver, and intelligence service as the leader. Second,in order to adapt the intelligence process,it reconstructs the emergency response agencies with intelligence personnel at each level. Third,according to the three main stages of early-warning,response and revision in the emergency process,it designs Multi-objective optimization method to realize overall optimization of emergency process,and discusses the promotion of information process reengineering to emergency process optimization. [Result/conclusion]To a certain extent,the effectiveness of emergency intelligence work and emergency response work is enhanced. [Limitations]It is mainly discussed at the level of theoretical framework,which needs to be refined and perfected in practice.
