摘要
山西省科技报告工作开展以来,由于科研管理人员和科研人员对科技报告制度认识不全面、重视程度不够,科技报告相关政策不完善,科技报告资源类型众多,提交加工环节复杂,科研机构内部管理不完善、执行标准不统一以及知识产权保护不到位等原因,收藏部门接收的科技报告不规范,资源质量良莠不齐,大大地降低了科技报告资源的科技含量和交流使用价值。从科技报告资源产生的各个主体入手,分析了影响科技报告质量的相关因素,有针对性地提出了具体的措施和对策建议。
Since scientific and technical report work to carry out in Shanxi Province,due to reasons that scientific research managers and researchers do not fully understand and attention enough to the scientific and technological report system,relavant policies of scientific and technological report is not perfect,there are many types of scientific and technological report resourcs,submission and processing of scientific and technological report resources are complicated,scientific research institutions internal management is not perfect,do not have a unified standards,and protection of intellectual property right is not in place,scientific and technological report received by the collection department is not standard,resource quality good and bad are intermingled,which greatly reduces the scientific and technical content of scientific and technical report resources and use value.Starting with each subject of producing scientific and technological report resource,this paper analyzes the related factors that affect the quality of Scientific and Technical report,and puts forward specific measures and suggestions.
