摘要
吉林省地处我国东北部,生态系统以耕地和林地为主,是我国重要的粮食生产基地和东北平原生态安全屏障的重要组成部分。基于吉林省县域生态环境保护综合评价的目的与意义,结合吉林省实际情况,从县域生态环境质量状况、三区(生态区、生活区、生产区)空间格局和生态环境保护管控任务完成情况三大方面,环境质量、生态空间质量、生活空间质量、生产空间质量、管控任务5个一级子系统,14个二级子系统,选择30个指标构建了吉林省县域生态环境保护综合评价指标体系。以2017年为基准年,选取通榆县、公主岭市、梅河口市进行指标体系验证,结果显示:通榆县应加大基础设施建设,调整产业政策,改变经济发展模式,提高生活污水集中处理率,降低工业污染物排放水平;公主岭市和梅河口市均存在一定水环境质量问题,公主岭市尤为严重,建议加大水环境治理力度,同时积极开展生态示范创建工作。验证结果表明,指标体系评估结果基本能反映区域生态特征,并能指出其经济发展与生态保护方面的薄软环节。
Located in the northeast of China,Jilin province is an important food production base and ecological security barrier of Northeast plain.Based on the relevant contents of the comprehensive evaluation of county ecological environmental protection in Jilin Province and the actual situation in Jilin Province,the three major aspects are the state of ecological environmental quality in the county,the spatial pattern of the three districts(ecological areas,living areas,and production areas),and status of control of ecological environmental protection.Environmental quality,quality of ecological space,quality of life space,quality of production space,control tasks 5 primary subsystems,14 secondary subsystems,selected 30 indicators to build a comprehensive evaluation index system for county ecological environmental protection in Jilin Province.Taking 2017 as the base year,Tongyu County,Gongzhuling City,and Meihekou City were selected for the verification of the indicator system.The results showed that Tongyu County should increase infrastructure construction,adjust industrial policies,change the rough economic development model,and increase the concentration of domestic sewage.Treatment rate,reduce the level of industrial pollutants;Both Gongzhuling City and Meihekou City have certain water environment quality problems.Youqiyanzhong,Gongzhuling City,suggested that both should step up water environmental management efforts,and actively carry out the establishment of ecological demonstration villages.The results show that the evaluation results of the index system can basically reflect the ecological characteristics of the region and can point out the soft links in its economic development and ecological protection.
