摘要
公路通行费政策是我国交通改革中重要的投融资创新举措,对公路交通的跨越式发展起到了至关重要的作用。随着公路投融资形势的转变,收费公路在供需两侧均面临着越来越大的压力,客观上要求尽快调整完善法规。修订条例坚持问题导向,明确了用路者付费原则,抓住了收费期限调整这一关键问题。但由于缺乏对使用者付费资源配置功能的应有考量,政策供需两侧顾此失彼的局面并未得到根本纠正,关键条款规定亦存在明显实施难度。建议加强相关研究,广泛吸收各领域意见,把投融资、运输结构调整、可持续交通等议题统筹起来进一步进行调整完善。
The highway toll policy is an important investment and financing innovation in China’s transportation reform, which plays a vital role in the leaping development of highway transportation. With the change of road investment and financing situation, toll roads are facing increasing pressure on both sides of supply and demand, objectively requiring adjustment and improvement of regulations as soon as possible. The revised regulations adhere to the problem orientation, clarify the principle of paying by road users, and seize the key issue of adjusting the charging period. However, the lack of consideration for the user’s paid resource allocation function has caused the policies on both sides of supply and demand to be lost, and it has made it difficult to implement the follow-up regulations. It is recommended to strengthen relevant research, extensively absorb opinions from various fields, and coordinate the issues of investment and financing,transportation structure adjustment, and sustainable transportation to further adjust and improve.
