摘要
为了采购到全寿命期内最经济的设备,针对《招标投标法》中“经评审的投标价格最低”,提出运行费用或节能效果可以量化的设备或材料评判方法,将寿命期内各年度的运行费用折算至采购时的折现值与投标报价之和最小者即为全寿命期最经济的设备。
In order to purchase the most economical equipment in the whole life,this paper puts forward the equipment or materials whose operation cost or energy-saving effect could be quantified according to the"evaluated bidding price"in the bidding law.When the operating costs of each year in the service life are converted to the discounted value at the time of purchase and the bidding price is added,the equipment with the lowest total price is the most economical in the service life.
