摘要
新时代背景下,循环发展是绿色发展的重要内容是建设生态文明的重要途径。循环发展遵循"3R"原则,即"减量化、再利用和再循环",循环发展是"资源-产品-消费-再生资源"的物质闭环流动形式,注重源头预防和全过程控制。广州在循环发展领域一直走在全国前列在节能减排、资源综合利用及废弃物资源化等方面取得显著成效。以"3R"原则为主线广州循环发展仍然存在一些问题,如第三产业以及生活用能节能力度有待加强、产品全生命周期管理理念有待增强、具体领域废弃物再利用水平有待提升。以"3R"原则为指引广州应不断创新循环发展模式,争当生态文明建设的排头兵和示范窗。
With the background of new era,circular development is the important content of green development,which is an important way to establish ecological civilization.Circular development follows the "3R" principle,namely the reduction,reuse and recycle,and is material closed-loop flow form of "resources-products-consumptionrenewable resources’,focusing on the source prevention and whole process control.Guangzhou has been in the forefront of the nation in the field of circular development,having significant achievements in energy conservation and emission reduction,comprehensive utilization of resources and waste resources recycling.With the "3R" principle as the main line,there are still some problems in the circular development of Guangzhou,such as the tertiary industry and energy conservation for living need to be strengthened,the whole life cycle management concept of products needs to be strengthened,and waste reuse in specific areas needs to be improved.Guided by the "3R" principle,Guangzhou should continue to innovate the circular development model and strive to be the front-line soldier and demonstration window in the construction of ecological civilization.
