摘要
去行政化的治理变革诉求、准市场化的外部竞争压力以及全领域化的政策扩散逻辑驱动浙江省高校纷纷引入"最多跑一次"改革。各校改革的基本经验可以总结为整体性治理取向的改革设计、"运动其外、常规其内"的改革路径、数字化治理的改革依托。已有实践显示,浙江高校"最多跑一次"改革在强化高校管理顾客导向和结果导向、增进师生服务事项办事效率、提高师生满意度和获得感等方面确有成效;但仍需进一步推动部门间数据共享、流程优化乃至机构重组,持续创新发展"最多跑一次"改革线上智能服务,将部门间办事事项适时纳入"最多跑一次"改革范围,加强"最多跑一次"改革经费、技术支持与宣传工作,重视窗口人员的业务培训与激励等。
The appeals of de-administrative governance reform,quasi-market-driven external competitive pressures,and full-scale policy diffusion logic have driven colleges and universities in Zhejiang province to introduce the reform of"No more than Once for One Item".The basic experience of the reform of each college and university can be summarized as the reform design of the overall governance orientation;the reform implementation strategy of the"moving outside,routine inside";the reform and support of the digital governance.It has shown that"No more than Once for One Item"in Zhejiang colleges and universities has achieved significant progress in strengthening the customer orientation and result orientation of university management,improving the efficiency of services of teachers and students,and improving the satisfaction of teachers and students.However,It is still necessary to further promote the data sharing between departments,process optimization and even restructuring of the organization,and continuously innovate and develop the"No more than Once for One Item"reform of online intelligent services.The inter departmental affairs shall be timely included in the scope of"No more than Once for One Item"reform,the reform funds,technical support and publicity work of"No more than Once for One Item"shall be strengthened,and the professional training and incentive of personnel shall be emphasized.
