摘要
面对世界百年未有之大变局,把发展、制度等新要素纳入国家安全建构流程,不断创新国家安全观念、持续凝聚各国安全共识、努力实现可持续安全,是新时代国家安全观嬗变的新诉求与新方向。中国要以推进"一带一路"建设为依托,创造性地从优秀传统文化中提取"和元素",以"泛安全化"新思维谋划本国及其周边乃至世界和平发展繁荣的新局面。要继续推动和深化全球治理结构变革,努力提升边缘主体在全球治理体系中的制度性话语。要充分维护国家安全利益,切实增进地区乃至世界安全效度,为实现人类社会可持续发展与可持续安全的协调并进提供新思路和新方案。
In face of the great changes of the world in the past century,it is the new demands and new directions of the transformation of the national security concept in the new era to incorporate development,institution and other new elements into the national security construction process,constantly innovate national security concepts,continually consolidate national security consensus,and to strive to achieve sustainable security.On the basis of promoting the"One Belt and One Road"initiative,China should creatively extract"Harmony Elements"from traditional culture and conceive a new situation of peaceful development and prosperity in the country,its periphery and the whole world through de-securitization.And China should continue to promote and deepen the transformation of global governance structure,and strive to improve the marginal entities’institutional discourse in the global governance system.And we should fully maintain our national security interests,effectively enhance the security effectiveness of the region and the world,and provide new perceptions and new solutions in order to achieve the coordinated development of sustainable development and sustainable security of the human society.
