摘要
地质工作作为社会经济发展的基础性、先行性工作,在我国能源安全、生态文明建设中扮演重要角色,推进地质标准化战略将为地质行业技术升级、科技创新提供内动力。地质标准化战略不仅要服务我国地质行业实际工作,更需要吸收引进国外标准化先进机制理念,结合我国地质工作现状,增强我国在国际地质标准制定中的话语权,形成国际合作竞争新优势。本文结合我国地质调查标准化工作,借鉴欧美、澳大利亚及加拿大等国家和地区的标准化机制与现状,分析我国地质调查标准化工作中存在的问题,提出应推动实行地质调查标准分类管理,强调政府行政主导作用和引入市场机制并重;大力加强标准化推动地质工作科技进步的力度;重视地质调查领域国际标准和国外先进标准的研究;突出企业在科技研发与标准研制协调中的主体地位,发挥企业在市场经济中的优势等建议。
As a basic and advanced work of social and economic development,geological work plays an important role in China s energy security and ecological civilization construction.Promoting geological standardization strategy will provide internal motivation for technology upgrading and innovation in the geological industry.The geological standardization strategy not only needs to serve the actual work needs of China s geological industry,but also needs to absorb foreign standardization advanced mechanism concepts,combine the status quo of China s geological work,enhance China s right to speak in the formulation of international geological standards,and form a new advantage of international cooperation and competition.Based on the standardization work of China s geological survey,this paper analyzes the problems existing in the standardization work of China s geological survey based on the standardization mechanism and status quo of Europe,America,Australia and Canada,and proposes to implement the classification management of geological survey standards.And the authors emphasize that paying equal attention to the role of government s administrative leadership and introduction of market mechanisms;vigorously strengthen the standardization to promote the scientific and technological progress of geological work;attach importance to the research of international standards and advanced foreign standards in the field of geology and mineral resources;highlight the main position of enterprises in the coordination of scientific research and development and standards development,and give full play to the advantages of enterprises in the market economy.
